Agency Fees (Union Dues)

The University of California takes pride in its ongoing commitment to working effectively with its labor unions. Currently, UC negotiates with 12 different unions about the employment terms of more than 67,000 of its employees. The university is proud of its many accomplishments in this area, and in its ability to continually provide some of the most attractive employment rewards and opportunities available to the more than 160,000 faculty and staff that make UC their employer of choice.

A bargaining unit is a group of jobs with a sufficient "community of interest" that a union can reasonably represent the employees in the unit, particularly with regard to the negotiation of the employees' wages, hours and terms and conditions of employment. The bargaining units at the University of California are systemwide, meaning that each unit includes all employees in a vocational grouping at all UC locations throughout California in one statewide unit. Consequently, all 10 UC locations are covered by the same labor agreement.

Labor unions currently representing employees located at UC Irvine Medical Center are:
 
  • American Federation of Service, County, and Municipal Employees (AFSCME): represents to separate bargaining units, they are the service workers and the technical workers providing patient care
  • California Nurses Association (CNA)
  • Coalition of University Employees (CUE):  representing various clerical jobs
  • State Employees’ Trade Council (SETC):  representing facility skilled crafts workers
  • University Professional & Technical Employees (UPTE):  represents to separate bargaining units, they are the healthcare professionals and the technical trades

Employees have the right to refuse to join employee organizations or to participate in the activities of these organizations subject to the organizational security provision permissible under the Higher Education Employer-Employee Relations Act (HEERA). However, by state law, UC employees who do not wish to join the union and pay dues are still required to pay a “Fair Share” fee determined by each union (not to exceed the union’s regular membership dues).
